MEXICAN ARTICLE 4 (Foreign Prosecutions)

American Law Enforcement officials tend to be unaware of the technical requirements and the political nuances surrounding the prosecution of cases under Article 4 of the Mexican Federal Penal Code.  Article 4 follows the Napoleonic Code tradition of jurisdiction in criminal matters, that of national versus territorial jurisdiction. Mr. Fontes has experience lecturing and teaching US Federal agents and officials, Arizona State prosecutors and police and others in this unique area.
